GUIDE AND TIMELINE for CSAs in medical school. This guide and proposed timeline are for CSAs who are working their way through medical school. CSAs need direction and organization to succeed. This Guide and Timeline are a work-in-progress. In the future we will be attaching links to documents and websites as we work our way through our Information for CSAs Initiative. The documents will be posted on our website in the Resources section. We are just beginning this initiative. Your feedback and suggestions are important.     1,119 Canadian and permanent resident International Medical Graduates (IMGs) were unable to obtain medical residency positions in 2019. Yet, over 1,000 Saudi visa trainees are utilizing valuable and limited training resources that could be available to train Canadians. SOCASMA wrote, without success, to those federal Ministers responsible for the issuing of visa to foreign medical trainees. In order to press politicians to address this issue, Canadians who study medicine abroad, their parents and friends need to write, call and meet with their federal Member of Parliament, as well as all candidates in their riding for the next federal election. You can use the attached template letter and adapt it to your personal situation when writing to politicians. Together we can! (Note that a template in French will be provided within the next few weeks.)

    Attention all Canadians who study medicine abroad, family members and friends! Now is the time to write, call and/or meet your provincial MPP, MLA or Minister of Health seeking their support to establish for 2020 onward a level playing field for all qualified Canadians applying for residency training in Canada. It is also an opportunity to request that equal access be established to compete for the same medical residency positions on the same terms for all qualified medical graduates who are Canadian Citizens or Permanent Residents, including Canadian Medical School Graduates (CMGs), International Medical Graduates (IMGs) & United States Medical Graduates (USMGs), for 2020 onward. See attached template. (Click below Lobbying Template indicated in orange.) Please use this template letter, but do adapt it to your own situation. The SOCASMA SEVEN document that is referenced in the template letter is posted separately. This document outlines several areas for improvement where residency training is concerned. Again we stress the importance of writing and even better, of calling or meeting with your elected officials. Summer is a good time to meet with your MPP or MLA as they usually attend to many community functions for the purpose of connecting with their constituents and hearing about their concerns.
    NOTE TO QUEBEC MEMBERS: As the residency recruitment system is slightly different in Quebec, we are working on a different template letter in English and in French which we will be posting in the coming week.

    The Society of Canadians Studying Medicine Abroad (SOCASMA), Dr. Oliver Kostanski, and Harris Falconer have filed a petition in the Supreme Court of BC challenging rules which exclude Canadians who graduated from medical schools outside of Canada or the USA from competing on the basis of individual merit for residency positions in British Columbia. The petition seeks the end of a system of exclusion for medical residency selection.

    Although the Petition is brought in BC against the College of Physicians and Surgeons of British Columbia, BC’s Ministry of Health, the University of British Columbia, the Canadian Resident Matching Service, and the Association of Faculties of Medicine of Canada, the system of exclusion of international medical graduates exists across Canada. It is expected this case will have repercussions across Canada.

    The current medical residency selection process is based on place of graduation, rather than on knowledge, skills, and attributes relevant to the practice of medicine. The Petitioners assert that the current system infringes the Constitutional rights of Canadian citizens and permanent residents.

    Canadian international medical graduates (IMGs) face an arbitrary quota of 58 first round residency positions in BC, whereas Canadian and American Medical School Graduates (CMGs) have exclusive access to approximately 288 first round positions. Moreover, Canadian IMG positions in British Columbia are limited to Family Medicine and 6 positions in 3 specialty areas, whereas CMGs have over 170 specialty positions leading to all 70 specialty and sub-specialty careers.

    Competence is not the issue. IMGs take Canadian medical exams to demonstrate that their medical training is substantially equivalent to medical education in Canada. Approximately one quarter of physicians practicing in Canada today are IMGs.
